Deadly Picture of Domestic Violence

Domestic violence
cases continue to climb in Iowa and the number of people who are killed
in domestic incidents is rising. The Iowa Department of Public Health
(IDPH) Domestic Abuse Death Review Team’s biennial report for 2007-2008
states that Iowa averaged about 15 deaths per year between 2005 and
2009 from domestic violence, compared to about 12 per year between 1995
and 2004. Data from the two-year report indicate that women are the
overwhelming victims of homicide, and men were responsible for the
death in nearly 94 percent of the cases. In 42 percent of the cases,
the perpetrator committed suicide.
“The report contains a wealth of information that tells us one key
point: these deaths can be prevented,” said Binnie LeHew of the IDPH
Office of Disability & Injury Prevention. “In almost half the
cases, the perpetrator had previously threatened homicide or suicide,
so threats need to be taken seriously by law enforcement, friends and
family members.”
The most common factor among all homicides was evidence the victim had
been trying to end the relationship with the perpetrator. National
studies have concluded that women are at greatest risk of homicide when
they file for divorce, obtain a protection order or make other efforts
to end the relationship. The second most common factor in the homicides
was alcohol or drug use. The review team believes the use of substances
escalated the violence, and the deaths may not have occurred if either
of the partners had not been under the influence.
Gunshot wounds were the cause of death in 67 percent of the cases;
shotguns were the most common firearm used. Despite protective orders
being issued in ten of the cases, there were only two weapons seizure
orders as required by federal law in place at the time of the homicide.
“The team recommends that seizure of firearms be required for all
misdemeanor domestic violence convictions and those subject to
protection orders,” said Kirsten Faisal, the team’s co-chair.
